[FIT] OGIC Memorandum of Agreement

At the June 15 OGIC meeting, the Council reviewed the proposed
Memorandum of Agreement, posted at the link below, and suggested a few
revisions.  I made those revisions using Track Changes, so you should be
able to see them in the posted document.  The process articulated at
OGIC was that I would post this document for a two week review, revise
it accordingly, post again for one final review, then begin the
signature gathering process.  Please review and provide comments or
suggested revisions to me no later than close of business July 8, 2011.
