Regarding viewing the new services in ArcGIS Desktop:

I have heard from some people who have difficulty connecting to the imagery.oregonexplorer.info services.   Running the services in the Amazon cloud has changed things a little.

How to connect in to REST services in Desktop:

This is a modified explanation from an expert at Esri -
You can connect to the new services in ArcGIS desktop and Catalog -  but you can't add just the REST service endpoint in the catalog and see the services from an AWS cloud server that is under a load balancer(The SOAP method).   You will need to add each service individually.

Use the REST endpoint to browse to the services, then once you drill in on the service you want, click the View In: ArcMap link on the top of the browser page this will open the service in the Desktop.

Once it opens in Desktop, either save the MXD, or save the connection Layer file, and use that to connect in the future, without going through the REST endpoint procedure outlined above.


WMS Services:

All of the services should have WMS enabled.
Here is how I have been able to view a WMS service in Desktop 10.1.  Browse to the rest directory ...
http://imagery.oregonexplorer.info/arcgis/rest/services/NAIP_2009/NAIP_2009_Dynamic/ImageServer  for example.   Look for the enabled protocols at the top of the page.
This directory says JSON, SOAP and WMS.  Click WMS ...  copy that URL.

Go to desktop and in the Add WMS Server dialogue, copy in the URL up to "/WMServer?" ... for example,
http://imagery.oregonexplorer.info/arcgis/services/NAIP_2009/NAIP_2009_Dynamic/ImageServer/WMSServer?

That should enable you to view the WMS service in desktop.  It will have to be done on a service by service basis.
