[FIT] Building footprints coordination

Microsoft recently published the results of their building footprint extraction from aerial imagery using deep neural network methodologies. The results appear to be very comprehensive in areas not obstructed by canopy cover.  In Oregon, they created 1,781,820 building footprints using this technique and made it available for download as a MIT licensed<https://opensource.org/licenses/MIT> dataset:

Several state agencies are already examining and using these data in a variety of ways. To reduce potential duplication of efforts and to plot out a course for incorporating these data into geospatial data processes across Oregon, the Geospatial Enterprise Office would like to convene a coordination group to explore the evaluation and use of these data.
