Hello,
I have recently reached out to the Oregon State Board of Examiners for Engineering and Land Surveying (OSBEELS) to get official confirmation regarding whether both licensed surveyors and engineers may stamp FEMA Elevation Certificates in the State of Oregon. The licensing board is the authority on this matter.

The following is a summary of the official response I received today from OSBEELS:

On Friday, February 14th, the Professional Practices Committee (PPC) of OSBEELS considered the question regarding who can stamp FEMA Elevation Certificates in the State of Oregon. The PPC determined that either a licensed PE or PLS may stamp FEMA Elevation Certificates. This will be noted in the next update to the Reference Manual for Oregon Building Officials.

So going forward Elevation Certificates may be accepted if they are stamped by professional surveyors or engineers licensed in the State of Oregon.
