[gpl_list] Cadastral FIT Data Sharing Agreement

Due to other commitments I have not had time to attend GPL recently.  

At the Oregon Employment Department we do a large amount of geocoding.  This geocoding is used to provided data to local governments and other state agencies for planning and research purposes.  For instance we maintain a database of all employers (QCEW), the industry type, number of employees (monthly) and payroll.  This is often used for transportation, land use and other planning tasks (amendments, annexations, etc).  Our data is collected with address information.  In the past, we have used SITUS information and tax lot centroid (based on the Employment Department specific data sharing agreement with counties) to more precisely locate address (i.e. we build address point coverages from the cadastral data).  We only periodically update this coverage and can not provide it to others (as per out agreements).  

Additionally, we also geocode other datasets in our agency (including Unemployment Insurance benefits, Child Care facilities, Job Seekers, Job Orders, etc) from cross-tabulating data for each senator and representative during legislative session.  This has been completed for the 2001, 2003, 2005, 2007 and upcoming sessions.  Our primary customer data base includes all Oregonians currently receiving coveraged wages (which we track).  We have been historically contacting the counties individually and have numerous data sharing agreement in place.  However we also have large areas (counties) where we have not built detailed cadastral based tax lot information.  Since no statewide Transportation Framework layer is available with address ranges to geocode with, we used low resolution road coverage for locating people (SSNs) and business in these areas (such as TIGER data). Having more precise locations is very beneficial for evaluating specific programs that are geographical explicit (i.e. Urban Renewal Area, Enterprise Zones, Planning area, etc).  Locating a large employer poorly can more the employer in or outside of an area being assessed.  The precision of the address point coverage is less critical in SSN based data.

As many of you know at GPL the Cadastral FIT received funds from DAS FIT
for the development of a data sharing agreement for the county cadastral
GIS data, including the ownership information. One of the questions that
the counties had was what state agencies do with the ownership
information, such as owner name and address. I talked with a couple
agencies at the GPL meeting yesterday, but wanted to ask everyone. Some
of the responses I got at GPL were; legal notices, public safety, and
"if they had the data they wouldn't need to contact the counties." So,
if you could get me this information by December 31, 2008 I would
appreciate it.
