[gpl_list] DRAFT Notes for August GPL meeting - please review

Please see the attached draft meeting minutes from the August GPL meeting.  We covered a lot of items since we did not meet in July.  So if you were not at the meeting, please read over the minutes.  There are a couple of action items from the meeting - Cy and John Sharrard.
