[gpl_list] Revised draft Map Elements standard document

As discussed in the last GPL meeting, comments to the revision to the map elements standard came up at the December OGIC meeting.  Jim Meacham and Brett Juul have compiled their comments into a version of the document that I have attached to this email.  View in Track Changes to see the requested revisions.  These will be discussed at the next GPL meeting February 11
