[gpl_list] Unpublished data

I've been told to utilize Oregon's public records law. Its all public, with a few exceptions, and we're required to disclose or provide access to it on request. 

We've had a couple cases where meeting the request would have involved hours assembling different background/supplemental data. Those cases were part of larger requests and everyone involved had to provide estimates of the hours it would take to provide the material.

Do any of you have written policies for distributing unpublished data?  And if not, how do you handle data requests that involve unpublished data?
