First of all I would like to acknowledge and say thank you to Phil Smith for his leadership over the last two years.

As decided at the January GPL meeting Brady Callahan,  Bob Harmon, and I have met to explore options for GPL leadership.

The result of those discussions is that we are proposing changes to the structure of GPL and have included those into a draft charter revision.

To summarize the main changes:

1)     The chair position is filled by agencies on a fixed rotation, the term is 1 year

2)     The vice chair is position is filled by agencies on a fixed rotation, the term is 1 year followed by 1 year as chair. An agency unable to fill the position shall notify GPL of their inability and the next agency in the rotation shall be asked to fill the position.

3)     The scribe position is filled by agencies on a monthly rotation

4)     The OGIC technical advisory workgroup will formed by GPL on an as-requested basis and composed of the appropriate subject matter experts.
