The Chief Data Officer is in the process of drafting an Open Data Standard designed to provide guidance and expectations for agencies in complying with the requirements of ORS 276A.350-374, requiring that agencies inventory their datasets and publish them to an open data portal of the State's choosing.  The Open Data Standard currently accounts for the publication of non-spatial data to the State's open data portal, data.oregon.gov, but does not account for the publishing already being done through ArcGIS Online and the Oregon Spatial Data Library.  I'm seeking folks to participate in a brief (4-6 week) workgroup to assist Cy Smith and me with incorporating requirements and expectations for publishing geospatial data as open data.  This work group will review the existing standard and metadata requirements, help design a process for mapping/cross walking these requirements to ArcGIS Online, and provide feedback on an appendix to the Open Data Standard providing guidance to agencies publishing open geospatial data.  These requirements will not augment or supersede any data standards created as part of the Framework program, but are focused on making open data more easy searchable and accessible to a wide audience.
