[gpl_list] FIT grant proposals

I've attached the reviewing rubrics spreadsheet to this message.  It should open at the Instructions tab.  If you have questions, please don't hesitate to reach out.  The assumption is that if you have a real or perceived conflict of interest regarding any proposal, you will recuse yourself from evaluating that proposal.  Please don't forget to put your name in the box at the top of the rubric you use and send the completed rubric to framework.funding at oregon.gov<mailto:framework.funding at oregon.gov>.  The date for each group to complete their evaluations is indicated in the instructions. Thanks, your assistance with these evaluations is important and greatly appreciated.
