Hi Josh,
Hope you and your family are doing well. Are your kids back in school? We pulled Elliot from the district last fall and homeschooling has actually been going really well. We will be glad to get things back to “normal” next fall though.
I’m wondering if DLCD has taken a position on the changes described below. I see the changes impacting Oregon in ways that are not intended and in ways that other states may not experience, given our unique topography and land use regulations. I am reviewing the changes to submit comments to Karl for his review but it has been my experience that the US Census has little interest in the thoughts of a small-time functionary like myself 😊 If any state agencies have prepared a formal critique of the changes, I would be very interested to learn from those critiques, echo support where appropriate, and perhaps be better prepared to meet the challenges such changes may present to transportation and other programs. I’ll be reaching out to the state geospatial office for comments as well as ODOT but if you can think of others to connect with, I’d appreciate the information.

Good morning,
On February 19, 2021, the U.S. Census Bureau published a Federal Register notice that provided the Bureau’s proposed criteria for defining urban areas based on the results of the 2020 Decennial Census. The U.S. Census Bureau is requesting public comment on the proposed criteria with written comments to be submitted on or before May 20, 2021. After the public comment period has closed, the U.S. Census Bureau will publish another Federal Register notice to provide the final criteria for defining urban areas.

It provides a description of the changes from the final criteria used for the 2010 Census, including:
* Adoption of a housing unit density threshold for qualification of census blocks,
* Qualify urban areas based on a minimum threshold of 4,000 housing units or 10,000 persons instead of a minimum threshold of 2,500 persons,
* Cease distinguishing different types of urban areas,
* Maximum distances of jumps,
* No longer include the low density hop or jump “corridor” in the urban area,
* No longer include low-density territory located within indentations formed during the urban area delineation process, and
* Splitting of large agglomerations of densely settled territory.
We recommend you review the criteria and provide comments.
