Opportunity for State Agencies:
The Secretary of State's office is in desperate need for some GIS resources - specifically a GIS Analyst to do data administration work. Data gathering, data QA/QC, outreach to Counties to mediate data topology errors, and data compilation.
The job rotation is for 1 year; could be part-time or full-time (they are willing to be flexible).
If you have any staff that are underutilized or staff that might like a new opportunity, please consider this option with SOS. Some explanation of the work is below.
Again - they need some assistance ASAP as they have a short timeline to get to a go-live/launch date in February 2023.
Let me know if you are interested. Feel free to share with others who may be interested. Our office will also be assisting with some of the work as it pairs well with current activities at DAS GEO.

Description
Requesting the augmentation of a specialized Data Administrator resource to the OregonVotes project working with Elections and Information Systems Divisions of the Secretary of State to assure a successful environment launch in 2023.
Seeking a Data Administrator that acts as a facilitator between the counties and the statewide voter registration system. The Data Administrator is preferably an entity within a State office who is able to coordinate the various activities with the counties.

Statewide Boundary map Layer:
The statewide precinct layer is first defined by a statewide county boundary GIS map layer. The county boundary layer defines the boundaries of each county and more importantly, defines the boundary relationship between adjacent counties. Adjacent counties must use identical coordinates for the vertices of common boundaries so that boundaries in common are coincident.
Attribute Naming Convention:
To utilize a statewide precinct map layer, the name of the attribute for precinct name must be standardized and defined so that precincts are identified in a standard format across the state.
County/State Preparation:
The first step for the Counties or State is to create a layer with the standard attribute column name for the precinct part name.
The next step is to ensure the precinct map layer is contained within the statewide county boundary map for each county. This may require adjusting the boundaries of the precincts on the perimeter of the county that is unlikely to affect any voter eligibility. If any adjustment does impact a voter, this serves to highlight an error somewhere in the data 'stack up' and should be investigated.
Once the precinct attribute column name is standardized and the precinct layer fits within the statewide county boundary map, the county layer is ready to be submitted for the use by the statewide layer.
State Level Preparation and Layer Creation:
In preparation for the state to receive precinct layers from the counties, or to manage county layers created at the state level, the State needs to set up networked data repository. This can either be a website, FTP site, or some other accessible data repository. A more 'enterprise-type' of approach is possible by employing a third-party tool, such as ESRI's ArcGIS Portal or ArcGIS Online (AGOL), which is ESRI's solution for a user-friendly user interface and provides access to GIS data stored in the cloud.
As the layers are received from the counties or generated by the State, a review or analysis of the layer is required if submitted by a County. This ensures the layer meets the requirements for adding it to the statewide layer. Any deviations are communicated back to the County or addressed by the State until all issues are resolved. Once a county precinct map is approved, it is stored in a manner that supports traceability and version control.
Once all precinct layers are received or generated, reviewed and approved, the State needs to perform a 'union' function within ArcGIS, which will merge the county precinct layers into a single layer. Since the individual county layers have been fitted to the statewide county boundary layer, the individual precinct layers will form the statewide precinct layer. The statewide precinct layer is now ready for publication.
Maintaining the Statewide Precinct Layer:
As noted above, the State has saved all individual county precinct layers in a version-controlled directory. If at some point a county, or counties, have a change to their precinct layer, they will submit the new layer to the State or the State will revise the layer(s). At this point, the State will create a new revision directory and save the newly submitted layer(s). The State then copies all the unchanged county layers to the revision directory, performs the ArcGIS union function and publishes the new layer. It is recommended that the State document a 'version control' process to govern the creation and archiving previous statewide precinct layers.
Organizational Structure for Data Management:
The above section generally relates to management of GIS data. Implementing precinct assignment for point addresses using GIS precinct map layers for a statewide voter registration system requires an entity be designated as a Data Administrator. The Data Administrator is responsible for:
* Receiving or generating individual map layers;
* Ensuring the map layers meet the requirements;
* Maintain historical submitted map layers;
Make the map layers available for incorporation into the statewide voter registration system.
