[gpl_list] soft launch: new OGIC list serve

Good morning TAC, PAC, and GPL.

I'm happy to announce that OGIC has a new list serve for the GIS community to use to receive information specific to OGIC.  This will become the primary mechanism for communicating about OGIC activities, meetings, etc. via quarterly newsletters and meeting announcements.  We would like to do a soft launch for January's communications by only inviting the groups that we work with most closely.
