Hi GPL, TAC, and Imagery FIT.

Apologies for the lengthy email, but I think it is important info.

In the GPL meeting yesterday I forgot to provide an update on Imagery and Brady wasn’t there to remind me or bail me out. J/K 😊  But I do think it is important to share the latest.

Based on both OGIC direction and the NAIP/USDA timeline, we’ve decided to procure the 2024 statewide imagery via an RFP process.  We have a 3-person team (myself, Brady, and Erik Brewster/GEO) working on the RFP documents with DAS Procurement and are hoping to have the RFP open for proposals in January.  It is a tight schedule and we also have a SUPER tight budget.  I think Brady has been reaching out to a few agencies to see if anyone has any funds that could potentially be added to ensure we have a successful procurement.  We are right on the line with having just enough funds (hopefully) to test out imagery as a subscription/streaming option.  We are aware that the devil is in the details - - everything from the streaming terms and conditions to the imagery specs.  We are hoping that this will all work out.  There is a chance that the procurement will fail, but I want to be honest about it.

**Note that we do not have enough funds to acquire the Cadillac version of statewide imagery.  But we will do our best to get the best imagery possible with the funds available.  (We have $1.5M from the legislature.)

OGIC/GEO has submitted a Policy Option Package for 2025-27 for imagery dollars and it is a much larger funding request.  We consider 2025-27 a transition year to a fully functional imagery program. But know that we’ve asked for ~ $5M for imagery plus positions to better support the imagery program.  More to come on this as the budget process progresses.

Finally, we are also launching an in-house project to bring the management of the imagery services back to GEO.  This task is currently done by NV5 and they have done a great job.  But now that cloud services are being offered at the State, we’d like to move this back to GEO.  Erik Brewster is the technical lead on this project.  The desired outcome is a state-owned AWS bucket with servers in the cloud to host/serve our imagery catalog.  This project is just getting its legs, so you all will get updates on this as we move it forward through the Spring.
