[gpl_list] Block Boundary Suggestion Project

Hi all,

As I mentioned on the call yesterday we're trying to learn more about the Block Boundary Suggestion Project (BBSP), including what resources would be needed to participate and what the potential benefits are.

The Block Boundary Suggestion Project is part of the Redistricting Data Program. The 2030 program was announced in the Federal Register<https://www.federalregister.gov/documents/2024/07/09/2024-14962/establishment-of-the-2030-census-redistricting-data-program#p-17> earlier this year. The BBSP allows states to provide suggestions for the 2030 census tabulation block boundaries.

Some of the benefits of having "better" blocks that have been identified so far include:

  *   Reducing inefficiencies created by large blocks - large blocks create a challenge for redrawing election boundaries at all levels and for those using ACS data for planning
  *   More accurate ACS data for special geographies - if blocks align with boundaries such as city limits, special districts, or UGBs it is easier to get ACS data for those areas
  *   Easier election administration - there are currently places where blocks bisect land parcels, resulting in parcels that are in two special districts so elections officials have to figure out which district the address falls within

I have two asks:

  1.  If you're familiar with the BBSP and have seen it done in the past I'd be interested in what you know.
  2.  If you have a workflow you think could benefit from a change in block alignment please let me know.
