Quit Line and ICAA Materials Information for Grantees
April 17, 2013
Background
In previous years with the support of an American Recovery and Reinvestment Act (ARRA) grant, HPCDP went through a process of researching and designing new media materials to promote the Oregon Tobacco Quit Line to Oregonians with a higher prevalence of tobacco use. HPCDP also printed some Indoor Clean Air Act (ICAA) decals with the passage of the law in order to assist with policy implementation.
Recently, TPEP coordinators have had access to limited quantities of Quit Line print materials and ICAA decals through HPCDP that they have shared with local partners and to fill orders that have come in from agencies within their jurisdiction.
Current situation
HPCDP no longer has the resources to print large quantities of Quit Line and ICAA materials. Therefore, HPCDP has made the items listed on the Tobacco Clearinghouse<http://public.health.oregon.gov/PreventionWellness/TobaccoPrevention/EducationalResources/Pages/index.aspx> website available for download only, and has transferred the order form to HPCDP Connection<https://partners.health.oregon.gov/Partners/HPCDPConnection/Tobacco/Pages/orderform.aspx> so that only grantees have the capacity to request materials needed until the quantity runs out. Please note that the current order form is slightly out of date and some listed materials are no longer available. We are working to update the order form accordingly and appreciate your patience in this matter. Your liaison will inform you if any materials you request are no longer available.
What this means for you
First, please note that businesses are not required to use our state-developed ICAA decal and can create their own sign with their logo or download and print an Oregon ICAA decal from the online PDF. All businesses are required to provide information on their signs as specified in ORS 433.850.
Local agencies that use Quit Line cards and materials are welcome to print their own. Building a cost-sharing arrangement with a local clinic system or hospital is a great way to build sustainability for TPEP work. Some TPEP programs have worked locally to rebrand Quit Cards and other materials with a hospital or clinic name and that health system partner has covered the cost of printing.
When developing partnerships that may require materials, consider:
1. Will the use of these materials help advance my policy objective?
2. Is this partner truly unable to cover the cost of printing their own materials?
3. Would emphasizing the cost savings of Quit Line services to the partner organization be enough of a carrot to generate support to print materials?
4. Would providing a small sample of materials or a "starter kit" be sufficient in developing the partnership or helping to advance the policy objective?
Limited quantities of print materials remain for grantees only. Please request these materials using the order form now found on HPCDP Connection at https://partners.health.oregon.gov/Partners/HPCDPConnection/Tobacco/Pages/orderform.aspx.
Further information
As always, if you'd like further guidance on the use of print materials with your local partners, please contact your community programs liaison.
