Dear Tribal TPEP Coordinators,

The 50th Anniversary of the release of the 1964 Surgeon General' s Report on tobacco use and health(SGR) is January 11, 2014. This is a great opportunity to talk about the success of the Tobacco Education and Prevention Program, remind Oregonians of the continued predatory practices of the tobacco industry, and reinforce first-of-the-year momentum for cessation. In addition, we've gathered together major Oregon media coverage from 1964 when the initial report was released. You will find three message frames with talking points and the historical media coverage HERE on HPCDP Connectio<https://partners.health.oregon.gov/Partners/HPCDPConnection/Tobacco/Pages/TobaccoMedia.aspx>n.

Below are some sample activities to demonstrate how you can use these tools for media advocacy to support and leverage your work plan objectives. Kati and Holly are available for any follow up needs you might have, so don't hesitate to be in touch with us, or your Liaison directly. Please let us know if these tools are useful and if you have any questions. We will be scheduling an optional conference call to talk more about these materials and earned media options around the SGR's 50th anniversary in the coming week.

Tie to MPOWER Framework and Work Plan Objectives

* Monitor: Create a timeline of your tribe or county's (commercial) tobacco prevention milestones for the past 50 years. Couple this with the chart provided which compares US tobacco consumption in 1964 with consumption today. Couple this with the chart that shows the decrease in per capita cigarette consumption in Oregon. Couple this with the "Comprehensive Programs Work" talking points above. Pitch this to media in your area.

* Protect: Submit a column to the newsletter (or whatever is appropriate for the setting you are working in)using "New Century, Same Industry" talking points to support your case for expanding smoke-free/tobacco-free environments in your community.

* Offer: Find someone in your community who quit in 1964, and write up their story for use on Facebook, Twitter, and to include for personal interest in conversations with media. Couple this with the "Comprehensive Programs Work" talking points above. Use "Cessation" talking points above to meet with partners and discuss implementing the Quit Line fax referral system.

* Warn: Include the English and Spanish Quit Line numbers and links in any earned media.

* Raise: Create a timeline of your county or tribe's commercial tobacco prevention milestones for the past 50 years. Couple this with the "Comprehensive Programs Work" talking points above as you're talking with leaders and elected officials.

* Enforce: Write a press release, OpEd or Letter to the Editor describing the results of your county's tobacco retail assessment. Write a press release, OpEd or Letter to the Editor coupling the results of your county's tobacco retail assessment with the major messages in the 2012 SGR on youth tobacco use, and the anniversary report. The 2012 report being a milestone in the 50 years that the SGR has talked about tobacco. Couple this with the "Same Industry, New Century" talking points above.

Please be in touch with any questions or thoughts that this raises, or to brainstorm or talk more about how you might use these materials to advance your work plan objectives.

Thank you,
Kati & Holly
