Greetings Local Public Health Partners -
I hope that most of you are now aware of the growing partnership between the Oregon Department of Transportation and the Public Health Division. The two agencies are actively looking at areas of work including data, policy, funding criteria and other aspects of planning and executing transportation projects in Oregon, with an eye toward increasing the extent to which all communities provide safe places to walk, bike and be more active.
HPCDP staff have been involved with the Transportation and Growth Management (TGM) Program, which is a joint program between ODOT and the Department of Land Conservation and Development. TGM has an annual grant program that funds jurisdictions to do things like update their comprehensive plan or transportation system plan, or create a special plan for modes like bike/ped or transit, or to address issues like high crash corridors. TGM also provides workshops and publications (e.g. helpful school siting handbook: http://www.oregon.gov/LCD/TGM/docs/schoolsitinghandbook.pdf).
2014 TGM Grants have been announced. HPCDP staff (Heather Gramp) was asked to review all applications this year from a health angle, and conversations continue as to how we can help TGM, at a state level, promote greater public health linkage to assessment, community engagement, technical advising or other steps in planning.

Twenty projects to receive $2.5 million

SALEM - The Transportation and Growth Management program<http://www.oregon.gov/lcd/tgm/pages/index.aspx>, a 21-year partnership between ODOT and the Department of Land Conservation and Development, has announced the recipients of more than $2.5 million for transportation and land use planning efforts. Transportation and Growth Management grants<http://www.oregon.gov/LCD/TGM/Pages/grants.aspx> support communities in Oregon that are working to create vibrant, livable places where people can walk, bike, take transit or drive where they want to go.
For this annual funding cycle, the Transportation and Growth Management program received 40 applications requesting $4,558,916. After reviews, twenty applicants were chosen to receive $2,590,864. This year's recipients<http://www.oregon.gov/ODOT/COMM/Documents/TGM_14_Awards.pdf> (PDF) include the city of Fairview, city of Portland, Clackamas County, city of Pendleton, Port of Tillamook Bay and others (complete list is on the website).
"We're pleased to see the number of great projects that link transportation and land use planning to help develop well-rounded communities," said Transportation and Growth Management Advisory Committee Chair Erin Doyle with the Oregon League of Cities. "We look forward to continuing to guide the program's evolution as it supports well-planned transportation systems."
Planning is critical to the success of a community's economic and environmental health, yet there are very few sources of transportation and land use planning funds for local governments. With over 1,100 projects completed, Oregon's Transportation and Growth Management Program continues to provide great value and assistance to Oregonians by helping communities craft their future transportation systems in concert with their desired land uses.
In addition to planning grants, the program offers local governments other resources, including education and outreach workshops, speakers and publications; code assistance; quick response; and transportation system plan assessments.
