Good afternoon TPEP Coordinators,
Thank you for all the work you have done to promote the DIMENSIONS: Tobacco Free Programs trainings! We have extended the deadline to register for this training. The attached flyer reflects these new dates. The Bend, Medford and second Wilsonville trainings still have space available. The two day event consists of two separate trainings: 1) ½ day training that will provide tips on successful implementation of the Tobacco Freedom Policy<http://www.oregon.gov/oha/amh/Pages/tobacco.aspx> that creates tobacco-free environments at residential treatment facilities in Oregon, and 2) a day and a half training that will cover advanced techniques to help consumers of addictions and mental health services in tobacco cessation.
Several TPEP Coordinators have expressed interest in attending the trainings. The first ½ day training on the Tobacco Freedom Policy may be applicable to your work. If you are interested in attending, please ask your liaison prior to registering.
Behavioral health and addictions providers that do not work in residential settings are also invited to attend these trainings. Please pass this flyer along to those that could benefit from learning these skills. Continuing education units (CEUs) will be offered, registration and on-site meals are free of cost, and free lodging will be provided for those traveling over 70 miles each way to attend.

Subject: TPEP Coordinator action required: Trainings for Addictions and Mental Health Tobacco Freedom Policy
Greetings TPEP Coordinators!
This is a request of you to help support the implementation of the Tobacco Freedom Policy in your community. Launched in January 2013, the Policy requires all residential treatment facilities licensed by the Oregon Addictions and Mental Health Division (AMH) to maintain tobacco-free properties and establish tobacco cessation resources for both staff and consumers.
Between May 4-22 in Wilsonville, Medford and Bend, a training will provided for residential treatment facilities to receive tips on successfully implementing the Tobacco Freedom Policy and providing services and promoting positive behavior change to consumers interested in tobacco cessation. See the attached flyer for more information on the trainings. Please read the information below and reach out to your local residential treatment facilities about these trainings by March 20th.
Why is the Policy important?
People living with mental health conditions experience significant tobacco-related health inequities - they die on average 25 years earlier than the general population as a result of tobacco use and poor nutrition. Yet, they are just as motivated to quit and deserve to be healthy. Maintaining tobacco-free behavioral health facilities with integrated cessation programs reinforces a supportive treatment environment.
Is the Policy being successfully implemented?
Yes. In 2014, AMH partnered with the Health Promotion and Chronic Disease Prevention Section to conduct a survey with residential treatment facilities to evaluate the implementation of the Policy and identify strategies to continue to reinforce tobacco-free living and promote a culture of wellness and recovery. The survey found that:
· Tobacco use is not occurring on most properties.
· Tobacco-related policies and protocols have become more integrated into treatment practices.
· Most consumers are asked about tobacco use and this information is recorded in clinical charts.
· Consumers in residential treatment facilities are quitting at the same rate as the general population.
· Providers believe the Policy helps create an environment that supports wellness.
The survey also demonstrates that there are some challenges to be addressed. These challenges will be addressed in the trainings, along with information on how to maintain successful efforts. The final report will be released soon and distributed on the TPEP listserv. Stay tuned!
How can TPEP Grantees be supportive?
The 2015-2016 TPEP RFA requires grantees to support the implementation of the Tobacco Freedom Policy in residential treatment facilities. Here are few ways you provide support on the local level:
· Engage administrators of local residential treatment facilities:
1) Identify facilities located in your county by reviewing the "List of AMH Facilities by County" (under Role of TPEP Grantees with CAHIP): https://partners.health.oregon.gov/Partners/HPCDPConnection/Pages/CrossAgencyHealthImprovementProject.aspx
2) Contact them to introduce yourself; explain the role of TPEP; encourage participation in the training; and ask if you can schedule a meeting after the training to discuss next steps/offer support.
3) If you are a CCO Consumer Advisory Council member:
a. Share the survey report with CAC members to raise awareness about tobacco-related health inequities for people living with mental health and substance conditions.
b. Discuss ideas for recommendations around how the CCO can provide support to reinforce tobacco-free living for this population since many AMH consumers are CCO members.
