The HPCPD surveillance and communication teams have been working to present the statewide tobacco retail data in a manner that visually demonstrates why this information is important and how Oregonians are affected. The HPCPD communications team is planning to promote the statewide tobacco retail factbook through SmokeFree Oregon this fall. More detail will be provided on this in upcoming weeks. In addition to the state retail factbook, county pages for SmokefreeOregon.com<http://SmokefreeOregon.com> will include county level tobacco retail data.

Below are some questions we have fielded from grantees about the statewide tobacco retail factbook.
How can the state retail factbook be used if your county didn't use the STARS assessment?
During the Spring Swings last year, many grantees expressed interest in receiving the statewide results for comparison to their local results. Because questions on the STARS survey differed from earlier surveys (e.g., Counter Tools) used by many counties, direct comparisons between the state results and county results may be difficult. However, there are likely areas for comparison with caveats that questions may not have been asked exactly the same. For example, the average price of a pack of Marlboro Red cigarettes (Counter Tools question) could be compared to the average price per pack of non-menthol cigarettes (STARS question) with the caveat that the questions weren't identical.
Ideally we would have been able to include data from all counties in Oregon, but it did not make sense from a methods standpoint. As we consider future data collection in the tobacco retail environment more emphasis will be placed on asking a consistent set of state and local questions so comparisons can more easily be made.
How many counties used the STARS assessment? What % of retailers are represented?
Among the 34 Local Public Health Authorities in Oregon, 20 (59%) used the STARS survey to conduct retailer assessments. Based on a tobacco retailer mapping project running concurrently to county assessments, there are an estimated 2,878 tobacco retailers in Oregon. STARS counties attempted assessments for 1,410 (49%) retailers, were able to complete assessments for 1,263 (44%) retailers, and 1,212 (42%) of these retailers sold tobacco products and were included in the aggregate analysis. With the sample size of 1,212 retailers and a confidence level of 95%, the associated margin of error for the estimates is approximately 2%.
