[HealthyTribes] Update on MCH Title V Priority: Smoking

Greetings Local TPEP Coordinators:

Since July, thirteen county and one tribal local Maternal and Child Health (MCH) Programs in Oregon (see attached map) have begun implementing Smoking Priorities as part of their Title V block grant funding. Arriving at these priorities has been a long process in which many have contributed in developing our strategies. For those who participated, we thank you.

At both the State and local level, MCH Programs that have chosen Smoking Priorities are focusing on two performance objectives:

*       Decrease the percentage of women who smoke during pregnancy

*       Decrease the percentage of children who live in households where someone smokes

The thirteen counties and one tribe that are implementing smoking priorities as part of their Title V block grant have elected to focus on four specific strategies through FY 2016/2017:

*       5As Intervention within MCH Programs including Home Visiting, Oregon MothersCare, Family Planning, and WIC (if applicable).


*       Collaborate w/CCOs, DCOs, and medical and early childhood/education providers to build screening and intervention processes into their work practices, including workforce training.


*       Collaborate with the Oregon Quit Line Program to improve outreach and quit rates for pregnant and postpartum women.


*       Promote health insurance coverage benefits for pregnant and postpartum women and promote their utilization.


MCH will be offering webinars 3 - 4 times a year to provide training, and receive input from our local MCH partners. For those counties and tribes whose MCH Programs have chosen the Smoking Priority (see attached pdf), county and tribal TPEP staff are welcome to join - connect with your MCH Program to learn more about participating in the webinars. We hope that you will be able to support your local MCH programs in their efforts to ensure a smoke-free maternal, family and child population.

Over the next five years, local MCH Programs in both County Health Departments and within Tribal Nations will be working on this and other priorities. At the State level, MCH has decided to focus on expanding the Indoor Clean Air Act for Child Care Centers in Oregon. Again, this is a five-year priority. As planning and implementation occur, your feedback and input at the local level will be important.  Stay tuned for more information on this work.
