From Oregon Department of Education:
Local Wellness Policies are an important vehicle for enhancing and sustaining school wellness efforts! This is a great opportunity for public health to work with local educational agencies to make a difference in school, community and worksite wellness.
Now is the time to work with district wellness committees and school boards to revise, advance, and adopt local school wellness policies! Each local educational agency that participates in the National School Lunch Program or other federal Child Nutrition programs is required by federal law to establish a local school wellness policy for all schools under its jurisdiction. Last July, local wellness policy requirements were strengthened by the wellness policy final rule, part of the Healthy, Hunger-Free Kids Act of 2010. The final rule requires standards and nutrition guidelines for all foods sold and provided at school (including fundraising, snacks, classroom celebrations, and rewards); provides policies for marketing and promoting food in schools (if you can’t sell it, you can’t promote it); and strengthens wellness policy leadership, accountability, and transparency.
School boards are required to adopt the new wellness policies by June 30, 2017, and begin implementing the policies during the 2017-2018 school year. The Oregon School Board Association (OSBA) has created sample wellness policies and sample administrative regulations (ARs). ARs are optional for districts but are recommended. OSBA has created a helpful handbook (see forwarded email below) to provide school boards with resources for adopting and implementing local wellness policies. Oregon’s sample policy also includes an optional school employee wellness policy component! This is the time to work with district wellness committees and school boards to ensure the adoption of sound wellness policies.
Attached you will find a newly released list of answers to frequently asked questions about the final rule, and an invitation for an April 25th webinar: Moving Policy into Practice: Building School Wellness Policies to Expand Reach and Impact, and a guide for public health professionals working in the education sector. The Oregon Healthy Schools<http://www.ode.state.or.us/wma/nutrition/snp/oha_schoolwellness_pamplet.pdf> outreach briefs provide information about the partnership between the Oregon Department of Education Child Nutrition Programs and the Oregon Health Authority/Public Health Division. Additional resources to help districts with local wellness policy implementation will be up on ODE’s wellness webpage<http://www.ode.state.or.us/go/ODEwellness> in early May.
Please pass this information on to those who might be interested, and feel free to contact me with questions.

What do school boards need to know and do about the new local wellness policy requirements by the federal government?
Time is short – school boards are required to adopt the new local wellness policy by June 30, 2017, and must implement it during the 2017-18 school year. Districts must show adoption of the policy and documentation of compliance during their ODE Child Nutrition Audit.
OSBA, in collaboration with the Oregon Department of Education, OEA Trust and OASCD, has created a new, free resource for members – the Student Wellness Handbook<https://urldefense.proofpoint.com/v2/url?u=http-3A__www.osba.org_Members_MbrResources.aspx&d=DwMGaQ&c=7gilq_oJKU2hnacFUWFTuYqjMQ111TRstgx6WoATdXo&r=RkWtZu0PQInJV2Uw7-oFc8ra5ZWj3jtzC10faNmjHb3BIOQm3n7OVegLSJPr7qYh&m=59cTUP9uF3LW2jL2ZkjzfaVbkNxmzT1G8nuh1DadQlo&s=uBFCSoTLwXEJL4LsRtliv5Wk0gBx2a4cM-_gE9fvyyw&e=> – to help you fulfill and complete all requirements.
This handbook contains:
* Sample policy
* Federal law
* Model policy
* Implementation materials
* Worksheets and checklists
* Other resources to help school districts comply with the new federal regulation
