Specifically, it speaks to how using Engaged Data, or data used by local programs, decision makers, and other stakeholders to act, can help create effective programs and conduct continuous quality improvement activities.  The CDC recommends following six steps to effectively use Engaged Data including engaging stakeholders, describing the program, choosing questions to answer, gathering credible data, developing conclusions, and sharing results and ensuring use.  Any of your stakeholders can be involved in each step of this process, which can work to increase their ownership of the evaluation results. Presented below are two recent updates from the CDC, related cigarettes smoking among adults and use of various tobacco products by veterans.  These data may be useful to your program as you develop ideas around using Engaged Data.


New CDC MMWR on Cigarette Smoking in the United States, 2016

The article presents data from the National Health Interview Survey (NHIS), illustrating the current rate of cigarette smoking among adults in the United States at 15.5 percent.  Prevalence rates were higher among males, those aged 25 to 64, those who are American Indian/Alaska Native or multiracial, those with only a GED, those living below the federal poverty level, those living in the South or Midwest, those who are uninsured or have Medicaid, those with a disability, those who are lesbian, gay, or bisexual, and those with serious psychological distress.

Researchers note a significant increase in quit rates from 2005 to 2016, with the percentage of ever smokers who quit smoking increased from 50.8 to 59 percent.  Furthermore, the smoking prevalence rate significantly decreased from 20.9 percent in 2005 to 15.5 percent in 2016.  The researchers did note that there was not a significant change in smoking prevalence rate from 15.1 percent in 2015 to 15.5 percent in 2016.  Additional trends for current cigarette smoking prevalence among adults in 2016 are presented below:
*         Gender: higher among males (17.5 percent) than among females (13.5 percent)
*         Age: higher among adults 25 to 44 (17.6 percent) and 45 to 64 (18 percent), than among those 18-24 (13.1 percent) and those over 65 (8.8 percent)
*         Race/Ethnicity: highest among American Indian/Alaska Natives (31.8 percent) and lowest among non-Hispanic Asians (9 percent)
*         Education: among adults age 25 and older, highest among those with a GED (40.6 percent) and lowest among those with a graduate degree (4.5 percent)
*         Poverty Level: higher among those living below the poverty level (25.3 percent) than those at or above this level (14.3 percent)
*         Geographic Region: higher in the Midwest (18.5 percent) and South (16.9 percent) than the West (12.3 percent) or Northeast (13.3 percent)
*         Insurance Status: higher among Medicaid enrollees (25.3 percent) and uninsured adults (28.4 percent) than among those covered by private insurance (11.8 percent), Medicare only (10.2 percent), or other public insurance (19.8 percent)
*         Disability Status: higher among adults with a disability/limitation (21.2 percent) than among those with no disability/limitation (14.4 percent)
*         Sexual Orientation: higher among lesbian, gay, and bisexual adults (20.5 percent) than among heterosexual adults (15.3 percent)
*         Serious Psychological Distress: higher among adults with serious psychological distress (35.8 percent) than among those without serious psychological distress (14.7 percent)


CDC MMWR on Veterans' Tobacco Use Rates

Another MMWR recently published by the CDC focuses on current rates of tobacco use among American veterans, entitled Tobacco Product Use Among Military veterans - United States, 2010-2015<https://urldefense.proofpoint.com/v2/url?u=http-3A__www.mmsend36.com_link.cfm-3Fr-3D-5FUvHZ1lXWFyjMsDd0JME0Q-7E-7E-26pe-3D1zYaEB6ehRMOIyyIgIS1DyzTONNNrmVZUvmgqji3gt3biKh3GmEa-2DY-5FvlGEJeAQaT4mr4We-5FogGsoH2aYMUrDQ-7E-7E-26t-3DTtgz1J0BEk3zFeRKvC2sKQ-7E-7E&d=DwMFAw&c=7gilq_oJKU2hnacFUWFTuYqjMQ111TRstgx6WoATdXo&r=hXOTJUAl2nsljAgmELfTyYpyS1eUGJSDiT3O3SAeUfE&m=EMXKlLCI4YQE2MjoTTAWK-HPWLJZK6EdF92vmCwmEuI&s=nOR79fuSazCd7msEp5dTLIujo3vqQh1rDDxvA_B1-Gk&e=>.  In 2015, approximately 18.8 million adults in the United States were military veterans.  To determine estimates of tobacco use rates, the CDC analyzed self-reported past 30-day use of different types of tobacco products - including cigarettes, cigars/cigarillos/little cigars, roll-your-own tobacco, pipes, and smokeless tobacco.  The researchers used data from the National Survey on Drug Use and Health (NSDUH) to make projections around current rates - overall 29.2 percent of veterans reported past 30-day use of any of the tobacco products.  veterans most commonly reported using cigarettes (21.6 percent) while the fewest (1.5 percent) reported using pipes.  Additionally, seven percent of veterans reported using two or more tobacco products.

Researchers also looked at tobacco product use among veterans stratified by a number of demographic characteristics.  Data by demographic characteristic of past 30-day use of any of the assessed tobacco products is presented below:
*         Gender: 29.1 percent of males and 29.7 percent of females used any tobacco product
*         Age: 56.8 percent of those 18-25 years, 52.7 percent of those 26 to 34 years, 43.2 percent of those 35-49 years, and 23.8 percent of those 50 and older used any tobacco product
*         Race/Ethnicity: 28.3 percent of white veterans, 32.1 percent of black veterans, 34 percent of Hispanic veterans, and 33.6 percent of other veterans used any tobacco product
*         Education: 37.9 percent of those with less than a high school education, 33.9 percent of those with a high school education, 33.6 percent of those with some college education, and 17.2 percent of those with an undergraduate degree or higher used any tobacco product
*         Annual Family Income: 44.3 percent of those making less than $20,000, 21.5 percent of those making between $20,000 and 49,999, 25.8 percent of those making $50,000 to 74,999, and 23.9 percent of those making 75,000 or more used any tobacco product
*         Poverty Level: 53.7 percent of those living at or below the Federal Poverty Threshold, 38.7 percent of those living at up to twice the Federal Poverty Threshold, and 25.2 percent of those living at more than twice the Federal Poverty Threshold used any tobacco product
*         Insurance Status: 60.1 percent of those who are uninsured and 27.3 percent of those who are insured used any tobacco product
*         Serious Psychological Distress: 48.2 percent of those with serious psychological distress and 28.5 percent of those without serious psychological distress used any tobacco product
*         Marital Status: 24.3 percent of those who are married, 37.4 percent of those who are widowed/divorced/separated, and 43.4 percent of those who are never married used any tobacco product

Additionally, the MMWR presents a figure (below) that shows the current prevalence of current use (past 30 days) of noncigarette tobacco products (cigars, roll-your-own tobacco, pipes, and smokeless tobacco) among former cigarette smokers, as well as the cigarette quit ratio between veterans and non-veterans stratified by age and sex.

Researchers noted statistically significant differences in cigarette quit rates for females aged 18 to 25 (18.7 percent for veterans and 10.4 percent for non-veterans), females 50 years or older (50.8 percent for veterans and 62.1 percent for non-veterans), and males aged 50 or older (72.4 percent for veterans and 61.1 percent for non-veterans).  Additionally, researchers found statistically significant differences in rates of current use of noncigarette tobacco products among former cigarette smokers for two groups of males, those 35 to 49 (26.4 percent of veterans versus 17.9 percent of non-veterans) and those 50 or older (8.6 percent of veterans versus 11.7 percent of non-veterans).

Public Perception Data is Available

Data is available on public perceptions about tobacco and communication related to tobacco products, including whether people believe tobacco products other than cigarettes are less harmful than cigarettes. Geographic Health Equity Alliance (GHEA)
GHEA is a CDC-funded initiative within CADCA (Community Anti-Drug Coalitions of America). The priorities  are to identify gaps in information, provide leadership and expertise, and promote health interventions that support the appropriate partnerships to reduce geographic health disparities related to tobacco and cancer.
