I was approached by the GW Center last Spring to write a Oregon PSE change case study that fit within their seven steps<http://action4psechange.org/about-pse-change/> of the PSE change process.  They were particularly interested in initiatives that focused on rural populations.  We were delighted to share this success story from Central Oregon.
