Dear Tribal TPEP Coordinators,

We hope this finds you well as we navigate through the changing season.

The new HPCDP Digest is a streamlined way to share updates and resources to the listservs.  Please see updates below and continue to share community updates, resources and information that we can share out in the next Digest. Keep the feedback coming about what might be helpful to your work.


  1.  Shout Outs!



     *   Doug Barrett from the Confederated Tribes of Coos, Lower Umpqua and Siuslaw Indians hosted an educational zoom call with over 35 youth to discuss harvesting traditional tobacco and traditional tobacco use in ceremonies. The event attracted Tribal youth from Northern California who were able join for the first time due to using virtual technology! Way to be innovative!


     *   The Confederated Tribes of Grand Ronde's Youth Empowerment and Prevention Team is celebrating Red Ribbon Spirit Week virtually! These drug prevention awareness events have been adapted to bring critical information to the community through virtual/physically distanced activities in a fun, creative way.      *   Christiane Ochoca has been promoted and is now the Senior TPEP Coordinator in Lane County. Congratulations, Christiane!!
     *   Lincoln, Benton and Linn County TPEP recently began collaborating on a joint effort to establish electronic health record referrals to the Oregon Tobacco Quit Line. Way to be strategic!

  1.  Please join us for upcoming Counter Tools tobacco policy webinars!  Three upcoming convenings are scheduled by our Policy consultant Counter Tools.  Please join us for a convening of you, the community experts, with Counter Tools and OHA staff to learn from each other as we work toward a healthier Oregon.

     *   First up is a TRL Think Tank featuring local TRL experts on Tues. Nov. 10th from 11 am-1 pm.   1.  HRSA Rural Community Outreach Funding Opportunity.  There is an open funding opportunity or "community-based grant initiative" from the HRSA Rural Health Care Services Outreach Program.  It is a good opportunity for rural grantees who want more funds for tobacco use screening and treatment in clinical settings.   1.  UPDATE: CAREAssist  will directly provide NRT to people with HIV/AIDS. The Oregon Tobacco Quit Line will no longer provide the expanded services to this population.  After 15 years, Oregon CAREAssist has decided to end its partnership with the Oregon Tobacco Quit Line for expanded services for clients with HIV/AIDS. CAREAssist now directly provides additional NRT, other FDA-approved medications, and copay/deductible assistance for behavioral counseling that primary insurance allows. This makes the Quit Line services redundant. Callers to the Quit Line who have CAREAssist benefits will still be able to enroll in the one-call program.  See the updated, attached OTQL Fact Sheet.   1.  In case you missed it- Americans for Nonsmokers' Rights inspiring "Can't Stop, Won't Stop" webinar recorded.  During this webinar a variety of tobacco control experts from American Nonsmokers' Rights Foundation shared lessons learned and innovative approaches deployed in Louisiana, Indiana, Alaska, California and with sovereign Tribal Nations. ANRF also released a new tipsheet called Virtual Organizing: Smokefree Education During the Pandemic.  You can watch the October 15 recorded  "virtual organizing" webinar.   1.  The folks who have lead national work on Tobacco 21 have released a guide to TRL. The Preventing Tobacco Addiction Foundation recently released a guide to help partners educate legislators and stakeholders about the importance of tobacco retailer licensing (TRL) and to promote comprehensive state and local TRL policies. The Public Health Law Center, along with Counter Tools, ChangeLab Solutions and other national partners, contributed to this guide.
