[HealthyTribes] Update: 2021-23 Tribal TPEP and new BM 108 Funding

Hello Tribal TPEP,

We want to provide an update about the 2021-23 Tobacco Prevention RFA process, as we've been getting some questions about the status of the RFA process.  As you likely know, OHA is currently working with the 9 Tribes and NARA through a formal tribal consultation process to determine biennial tribal allocations for the new Ballot Measure 108 Tobacco Tax funding.  The new funding is intended to fund Tribes, the Urban Indian Health Program, Regional Health Equity Coalitions, culturally specific and community-specific health programs and state and local public health programs to address tobacco-related health inequities.  We plan to combine the historic Tribal TPEP funds (Ballot Measure 44) with the new Ballot Measure 108 funds into one greater allocation for each Tribe through a new unified Program Element (PE). This will streamline administration, reporting and budgeting for everyone.

We anticipate that the allocation decisions should be made later this month and we will communicate next steps about 2021-23 funding amounts, Tribal Tobacco Prevention Program Plan and budget development shortly thereafter. Although we don't have exact Tribal TPEP allocation amounts determined yet, we plan to submit a placeholder amount into Tribal Intergovernmental Agreements (IGAs) by our April 15th deadline so that there is continuity in funding for Tribes on July 1st, 2021.
