Tribal TPEP,
I hope this message finds you well. Our digest is brief this week with several learning and engagement opportunities as well as an update on rulemaking efforts to prohibit menthol cigarettes.
But first, HPCDP would like to give a shout-out to all the Tribal TPEP staff who are supporting COVID response in addition to TPEP and all the other work you do. Your work is a crucial component of the well-being of your communities and we appreciate all your persistence and effort through a complex time in public health.
We would love to hear about your initiatives, successes, challenges, and other updates so we can share them in the digest. Email your liaison or Leah.Festa2 at dhsoha.state.or.us<mailto:Leah.Festa2 at dhsoha.state.or.us> with updates to share.

We wanted to share this great example<https://www.startribune.com/to-protect-black-lives-ban-menthol/600018203/> of how earned media can keep health equity top of mind in policy change discussions. If you're interested in exploring earned media as an activity with partners or for your own organization, the Metropolitan Group can help you plan and write a piece that helps with your tobacco workplan. Article from the Minneapolis Star Tribune: https://www.startribune.com/to-protect-black-lives-ban-menthol/600018203/ Contact Sarah Wylie or Rebecca Garza with questions at sarah.a.wylie at state.or.us<mailto:sarah.a.wylie at state.or.us> or rebecca.garza at state.or.us<mailto:rebecca.garza at state.or.us>.
1. 23 Attorneys General Call on FDA to Ban Menthol. The 23 state attorneys, including Oregon's Attorney General Ellen Rosenblum, wrote to urge the Food and Drug Administration (FDA) to act in the best interest of the public by addressing the petition and completing rulemaking to prohibit menthol cigarettes. Read the comments here: https://illinoisattorneygeneral.gov/pressroom/2021_01/2021-01-22_State_Comments_on_Citizen_Petition_on_Menthol_in_Cigarettes.pdf The African American Tobacco Leadership Council<https://www.savingblacklives.org/> is working to elevate promotion and awareness of this call to FDA.
1. Self-paced training on policy briefs from the Northwest Center for Public Health Practice. Policy Briefs: From Concept to Action<https://www.nwcphp.org/training/policy-briefs-from-plan-to-action>, is a step-by-step guide for helping you organize your thinking, strategize and communicate about action items, and propose changes in policies that affect your community. This interactive course demystifies the structure of a good policy brief and walks learners through its key elements of defining the issue, developing recommendations, and refining an analysis. There is also a case example of developing an organizational policy to illustrate the process. This free course takes one hour to complete and can be accessed through PH LearnLink<https://phlearnlink.nwcphp.org/login/index.php>.
All the best,
Leah
