Good afternoon Tribal TPEP,

I hope everyone is able to have a relaxing and fun summer. Below are a list of updates and resources to check out.

7/27/ 2021 Tobacco Prevention Meeting Notes
Attached to this email are notes from the Tobacco Prevention monthly meetings. Here were some general updates:

  *   For Tribal Grantee Period 4 Reporting, you should have received an email from your liaison with the reporting template and instructions. If you have not received an email from your liaison, please let them know. If you are unsure you can email Leah Festa at Leah.Festa2 at dhsoha.state.or.us<mailto:Leah.Festa2 at dhsoha.state.or.us>.
  *   You will find in the notes links to Coraggio Health Systems Resources as well as in your TPEP Portal Login.
  *   Tobacco Retail Licensure passed at the state level. The new statewide TRL goes into effect on January 1, 2022, with rulemaking to be completed before that date.
  *   Community Policy Leadership Institutes (CPLI): The purpose of the Community Policy Leadership Institutes is to bring together community leaders, local public health authorities and decision makers through a facilitated process to co-lead local policy initiatives primarily focused on reducing and preventing tobacco and alcohol use to address health disparities and achieve better health outcomes.
     *   There will be 4 teams that will have the opportunity to apply for the first cohort. Application will be sent by 7/29/2021 with one month to submit applications.  The first cohort will be launching remotely in late September. Alcohol Formative Audience Assessment (AFFA) webinar August 18th 1:00pm
Join state prevention and public health colleagues in Oregon to hear highlights and key findings from the Alcohol Formative Audience Assessment (AFFA), which was recently published and available. In 2017, OHA launched a formative audience assessment to better understand Oregonians' attitudes, beliefs and behaviors around excessive alcohol consumption. The assessment developed and tested message concepts for communicating the harms and consequences of excessive alcohol use. LGBT individuals may experience disparities that stem from social stigma and discriminatory treatment. On top of that, there is a different kind of disparity in the LGBT community that is often overlooked: disproportionately high tobacco use rates. New PHLC resources on heated tobacco products
The Public Health Law Center released two resources with additional information about harm reduction claims for IQOS and e-cigarettes. The first resource, IQOS is a "Modified Risk Tobacco Product" - So What?, answers frequently asked questions about heated tobacco products and the implications of their designation as modified risk tobacco products. The second resource, "A Dearth of Data: E-Cigarettes & Heated Tobacco Products", describes the tobacco industry's history of using harm reduction in its marketing tactics, including its recent promotion of e-cigarette and heated tobacco products.
