The Oregon Health Authority (OHA), Public Health Division (PHD), Health Promotion and Chronic Disease Prevention (HPCDP) Section<https://www.oregon.gov/oha/PH/DiseasesConditions/ChronicDisease/Pages/Program-Information.aspx> in Portland, OR is recruiting for a Policy, Systems and Environmental Change Manager.
The Policy, Systems and Environmental Change Manager supports a team of policy specialists and program coordinators who work with multiple governmental and non-governmental partners to develop and implement policies, procedures and program priorities for statewide chronic disease prevention and health promotion programs. You will work closely with the HPCDP section manager and other managers across OHA to support staff, promote a diverse and inclusive workplace, and ensure coordination across the Public Health Division and Oregon Health Authority to collectively eliminate health disparities by 2030.

Most of this work may be performed remotely. OHA will provide equipment for a single remote workstation, but staff is responsible for providing reliable internet service. Incumbents for these two positions can also choose to have an office in the Portland State Office Building if employee preference is to work in the office or in a hybrid situation.

What will you do?
As the Policy, Systems and Environmental Change Manager, you will perform the following duties:
Program Management

  *   Provide strategic leadership and direction and advance a shared vision for statewide chronic disease prevention initiatives.
  *   Champion priorities for the Health Promotion and Chronic Disease Prevention Section's Strategic Plan and Health Equity Action Plan, Public Health Division's Healthier Together Oregon, and Oregon Health Authority's 10-year plan to eliminate health inequities.
  *   Oversee and manage the implementation of chronic disease prevention initiatives and assure the availability of financial, staffing, and administrative resources needed to accomplish objectives.
  *   Develop and monitor program budgets in collaboration with team leads, section managers, and fiscal, grant and contracting systems.
  *   Oversee and monitor contracts for compliance with program requirements and quality assurance.
  *   Assure effectiveness and timeliness of program activities and achieve policy and program goals by reviewing and acting on evaluation results.
  *   Review and oversee proposed legislation to evaluate the impact on improving health and reducing the burden of chronic diseases in Oregon.
  *   Identify funding sources and provide guidance and oversight for grant application processes defining the scope of program activities, specific objectives, and financial resources needed to accomplish the work.
  *   Oversee preparation of reports to funding agencies and other program and policy stakeholders.
Partnership Development

  *   Develop and implement programs and policies in collaboration with OHA managers, staff, community partners, and other key stakeholders.
  *   Provide high-level consultation and recommendations to PHD and OHA leadership on strategic policies and programmatic actions affecting chronic disease prevention and management through health care, health insurance systems, and communities.
  *   Represent the agency and chronic disease prevention programs in meetings and administrative and legislative hearings and with professional and community organizations, public health agencies, employers, health care providers, legislators, the media, and individuals.
Supervision

  *   Coach and mentor staff, evaluate performance, and recommend personnel actions, including supporting team lead staff.
  *   Perform supervisory functions directly and through team leads, ensuring policy and program goals and objectives are met.
  *   Work closely with other OHA managers, staff and team leads to assure coordination and integration of efforts across OHA.

What are we looking for?
Minimum Requirements

Six years of experience in supervision, staff-technical, or professional-level work related to public health compliance and/or licensure. One year of this experience must have included the supervision and management of a program, section, or unit which included one or more of the following areas:

a) development of rules and policies,
b) development of long- and short-range goals and plans,
c) program evaluation, or
d) budget preparation.

OR

A bachelor's degree or equivalent course work (144 quarter or 96 semester hours) in public health or a related field AND three years of experience in supervision, staff-technical, or professional-level work related to public health compliance and/or licensure. One year of this experience must have included the supervision and management of a program, section, or unit which included one or more of the following areas:

a) development of rules and policies,
b) development of long- and short-range goals and plans,
c) program evaluation, or
d) budget preparation.

Requested Skills

  *   Preference will be given to applicants with a master's degree in public health or a closely related field and at least three years of supervisory/management experience in public health, community health, or clinical setting OR a bachelor's degree plus a minimum of five years supervisory/management experience in public health, community health or clinical setting.
  *   Experience working with population-based public health assessment, policy development, intervention, and evaluation.
  *   Experience working with comprehensive chronic disease prevention programs and strategies.
  *   Experience interpreting and applying Oregon Revised Statutes and Oregon Administrative Rules.
  *   Familiar with medical, legal and/or policy terminology.
  *   Experience faciltiating policy and environmental and systems change strategies with a wide range of partners.
  *   Broad understanding of stakeholder relations with experience working amicably and productively with diverse people and/or circumstances.
  *   Experience working in organizational and program development and management.
  *   Effective verbal and written communication skills through in-person and online venues and with various audiences such as legislators, public bodies, citizens, the media, and municipal agencies.
  *   Experience negotiating face-to-face with partners, grantees, and contractors.
  *   Experience responding in a calm and non-threatening manner on issues which may evoke strong emotions from the public.
  *   Experience coordinating human and technological resources to meet program and section objectives.
  *   Experience promoting a culturally competent and diverse work environment.
