Please see the announcements below regarding:

  *   Appropriate Use of Public Funds training (required for HPCDP grantees)

The next grantee legislative huddle will be Wednesday, 2/16, 11am - 11:45am PT. These meetings are optional. See calendar invite attached.

Workday Training
The Appropriate Use of Public Funds training is now live on Workday! This is a required training for HPCDP grantees that provides an overview of the appropriate use of public funds with regard to education, advocacy, lobbying, and electioneering. This is a self-paced, online module and takes approximately 45 minutes to complete. Please complete the training at your earliest convenience, or before June 2023 at the latest.

Please follow the steps below to complete this training:

If you already have a Workday Account:

If you do not currently have a Workday account:

1)    Follow the steps in this job aid<https://www.oregon.gov/das/HR/Documents/CreateUpdateEELAccount_JA.pdf> to create an "Extended Enterprise Learner Account."

  *   SB 1506 <https://olis.oregonlegislature.gov/liz/2022R1/Measures/Overview/SB1506>   Increases maximum percentage of tax or fee (current 3% now up to 10%) that a governing body of city or county may impose on sale of marijuana items (note, current state tax is 17%. New potential  TOTAL tax would be 27%). If a city adopts a local tax/fee, 20% of that tax revenue to go the County. Public hearing 2/7/22 in Senate Cmte on Finance and Revenue.


  *   SB 1541<https://olis.oregonlegislature.gov/liz/2022R1/Measures/Overview/SB1541>  Directs Department of State Police to establish unit to assist county sheriffs' offices with law enforcement related to unlawful marijuana cultivation or distribution operations and with          general local law enforcement needs. Public hearing 2/7 and work session 2/8.


  *   HB 4010<https://olis.oregonlegislature.gov/liz/2022R1/Measures/Overview/HB4010>  Prohibits sale of kratom products unless kratom product derives from processor registered with Department of Revenue. Regulates sale to minors, penalties, fines Public hearing 2/2


  *   HB 4016 <https://olis.oregonlegislature.gov/liz/2022R1/Measures/Overview/HB4016> (Cannabis) OLCC  to refuse to issue cannabis production licenses for amount of time as necessary. Authorizes commission to allow certain licensed marijuana retailers to relocate to other premises without obtaining new license. Public hearing 2/2 and 2/7 in House Committee on Economic Recovery and Prosperity


  *   HB 4056<https://olis.oregonlegislature.gov/liz/2022R1/Measures/Overview/HB4056>  (Cannabis) Annual adjustment for inflation of amount to be retained, for distribution to cities, counties and other entities from Oregon Marijuana Account, prior to transfer of remainder of account balance to Drug Treatment and Recovery Services Fund. Public hearing scheduled 2/3.



  *   HB 4098 <https://olis.oregonlegislature.gov/liz/2022R1/Measures/Overview/HB4098> Expands designated state agencies that must work with Alcohol and Drug Policy Commission and requires agencies to meet with commission quarterly to review and report on each     agency's progress and to report process and outcome measures established under commission's strategic plan. Public hearing 2/3 on House Cmte on Behavioral Health.


  *   HB 4101<https://olis.oregonlegislature.gov/liz/2022R1/Measures/Overview/HB4101>  (Tobacco) Expands ICAA from 10 ft to 25 ft. Public hearing 2/4 House Cmte on Health Care.


  *   HB 4045<https://olis.oregonlegislature.gov/liz/2022R1/Measures/Overview/HB4045> Community Violence bill (note Injury and Violence Prevention Program is tracking). Nothing scheduled.


  *   HB 4081<https://olis.oregonlegislature.gov/liz/2022R1/Measures/Overview/HB4081>  Naloxone Prescribing (note Injury and Violence Prevention Program is tracking). Nothing scheduled
