NEW: Technical Assistance with Metropolitan Group

NEW: Oregon Nicotine Treatment and Recovery Project (Attached)
HPCPD in collaboration with the Rede Group is facilitating the Nicotine Treatment and Recovery Project through Spring 2023. All activities for this project are guided by an expert panel of behavioral health service providers and advocacy organizations. The main goals of this project are to:
1. develop a deeper understanding of systemic and workplace issues affecting behavioral health facilities' efforts to treat nicotine dependence and support recovery; and
2. identify gaps and recommend improvements in comprehensive nicotine dependence treatment and support services for behavioral health populations.
The first phase of the project will be a survey to outpatient substance use disorder treatment facilities across Oregon launching in February 2022. The survey will include questions about tobacco-free policies, nicotine dependence screening and treatment practices, challenges to providing nicotine dependence treatment, and resources that would be helpful for improving nicotine treatment dependence

Tobacco Retail License Updates
NEW: Retailer Lists Available
DOR recently released a list of retailers that have applied for a tobacco retail license, available here<https://www.oregon.gov/dor/programs/businesses/Documents/Oregon%20Tobacco%20Retailers%20Licensed%20with%20Oregon%20Department%20of%20Revenue.pdf>.
If you would like a list of all retailers that we expect will need a license to compare against the applied retailer list, please email Sharon Coryell at Sharon.R.Coryell at state.or.us<mailto:Sharon.r.coryell at state.or.us>.
If programs would like to conduct outreach/education with retailers who have yet to apply, they are encouraged to use the LPHA Communications Toolkit on the TPEP Portal (link<https://smokefreeoregon.com/tpep-resource/trl-communication-toolkit/>).
NEW: Final Rules Effective
The final OHA rules for Oregon's statewide tobacco retail license (TRL) are filed and effective as of February 10, 2022. You can find them here<https://secure.sos.state.or.us/oard/displayDivisionRules.action?selectedDivision=1230>, starting under Oregon Administrative Rule (OAR) 333-015-0202. In addition, the tobacco retail license statute has officially been assigned statute numbers in Oregon Revised Statutes (ORS) 431A.190 - 431A.220<https://www.oregonlegislature.gov/bills_laws/ors/ors431A.html>.
