This is a full-time, permanent, management services position, that is not represented by a union. This recruitment may be used to establish a list of qualified candidates to fill current or future vacancies.
What will you do?
As the HIV/STD Prevention & Surveillance Manager you will be in a strategic leadership role managing the HIV Prevention, STD Prevention, and HIV Surveillance Programs. You will be responsible for strategic planning, grants management, intervention development and implementation, budget, quality assurance and evaluation. You will provide direct staff supervision, manage four federal grants/funding streams, oversee multiple programs and contracts, and be responsible for a $30 million biennial budget. You will also act as the CDC identified STD Director for the State of Oregon.
OHA's goal is to eliminate HIV, syphilis, gonorrhea, and chlamydia transmission and improve the health outcomes of persons diagnosed by collaborating with individuals impacted, the community, local agencies, clinical and lab partners, corrections, tribal governments, and behavioral health. Work will be approached from a health equity lens seeking to address inequities that exist in communities most impacted by HIV/STD/TB.

What are we looking for?
Minimum Requirements:
* Three (3) years of management experience that included direct staff supervision, in a public or private clinical, or public health organization, or directly related, which included responsibility for each of the following areas:
* a) development of program rules and policies,
* b) development of long- and short-range goals and plans,
* c) program evaluation, and
* d) budget preparation;
OR
* Two years of management experience that included direct staff supervision, in a public or private clinical or public health organization, or directly related, which included responsibility for each of the following areas:
* a) development of program rules and policies,
* b) development of long- and short-range goals and plans,
* c) program evaluation, and
* d) budget preparation;
* AND 45-48 quarter hours (30-32 semester hours) of graduate level coursework in public health.

Requested Skills:
Experience in:
* Direct staff supervision. Providing strength-based management and team-oriented supervision related to hiring, development, work planning, team engagement, coaching and discipline of professional, technical and administrative personnel.
* Creating, promoting, and maintaining a culturally competent and diverse work environment.
* Strategic planning, to include leading strategic planning with partners, communities and internal teams.
* Budget development and financial management, to include multiple funding streams with overlapping authority.
* Project management, to include planning, tracking, resource management, scope management, risk management, scheduling, communications and implementation.
* Building agency-wide and community-wide opportunities for collaboration.
* Interpreting and analyzing state and federal laws.
Advanced knowledge of:
* Communicable disease prevention and outbreak response.
* Best practice models to reduce the incidence of communicable disease.
* Federal grants administration (CDC, HRSA).
* Contract development, negotiation and administration.
* Public health systems modernization.
* Development and implementation of organizational systems to identify gaps and successes, and support improvements.
* STD/HIV systems, impacts, programs and services.
Working Conditions:
Work may be conducted remotely in a hybrid solution, at an alternate worksite with full access to the needed operating systems and technology. However, there are many times that the work will need to be conducted in-person and at the primary work location: Portland State Office Building located at 800 NE Oregon Street, Portland, OR 97232.
