This is a full-time, permanent, classified position which is represented by a union. This recruitment may be used to fill current or future vacancies of the same classification.
What will you do?
The HIV/STD/TB (HST) Section works to reduce the rates of gonorrhea, syphilis, and chlamydia infections, eliminate new HIV infections, improve health outcomes of persons living with HIV, and reduce the incidence of tuberculosis (TB) disease among Oregonians. The Section is responsible for data collection and surveillance activities, data dissemination, epidemiologic analysis, facilitating community led planning, coordinating disease intervention and contact notification, ensuring access to treatment, managing client service programs, providing education and technical assistance.
In this position, you will serve as a contract administrator and coordinate HIV and STD prevention activities with internal, state and local partners, in order to meet population-level public health goals to decrease the transmission, prevalence, and impact of HIV and STDs. This will be accomplished by overseeing contactor performance and identifying actions necessary to come into compliance with state and federal requirements and program goals, in addition to identifying allied programs and service coordination with state and local partners to advance goals.

What we are looking for:
Minimum Requirements
A bachelor's degree in public health, occupational health, public administration, or closely related degree, AND two (2) years of experience coordinating a public health program or closely related healthcare program,
OR;
A combination of five (5) years of experience and education coordination a public health program or closely related healthcare program.
Requested Skills
* Experience designing, implementing, and coordinating public health projects.
* Experience initiating, managing, and monitoring project plans.
* Experience with contract administration.
* Experience providing technical assistance and training.
* Experience leading groups, meetings, and committees.
* Advanced knowledge of HIV and STD prevention systems, services, and programs.
* Proficient in MS Word, Excel, Publisher, PowerPoint, and Adobe Acrobat.
* Experience communicating diplomatically with a variety of individuals and groups to achieve public health goals.
* Experience providing excellent customer service for both internal and external customers.
* Experience in, and understanding of state, local and federal government systems and operations is desired.
* Experience promoting a culturally competent and diverse work environment.
Working Conditions:
Work may be conducted remotely at an alternate worksite with full access to the needed operating systems and technology. However, there are many times that the work will need to be conducted in person and at the primary work location listed in this announcement, the Portland State Office Building located at 800 NE Oregon Street, Portland, OR 97232.
