This position is a full-time, permanent, management service (managerial) position. This position represents the State of Oregon and should reside in or be willing to move to Oregon.

The Oregon Health Authority (OHA), Public Health Division (PHD), <https://www.oregon.gov/oha/PH/BIRTHDEATHCERTIFICATES/VITALSTATISTICS/pages/index.aspx> HIV/STD/TB Section in Portland, Oregon is recruiting for a HIV/STD/TB Medical Director to provide scientific and medical consultation, develop guidelines and guidance pertaining to reportable diseases- HIV, syphilis, gonorrhea, and chlamydia, and oversee specific epidemiologic projects or grant funded programs which aim to improve population health. This position maintains expertise to educate the public, providers, partners and policy makers through data dissemination, written reports/publications, presentations, and public health recommendations. This position acts as a State Health Advisor-spokesperson for the Section and Agency. This management service position oversees projects and works within teams to accomplish work but does not directly supervise staff.
NOTE: Working conditions are a combination of at least on-site (50%) and may include some remote work (50%), with full access to needed operating systems and technology in either location. This position is located in Oregon, and it is expected that this position be available to work onsite up to 3 days per week for routine, in person meetings. This position will also provide onsite training and consultation to local partners throughout Oregon. The primary office location is Portland State Office Building is located at 800 NE Oregon Street, Portland, OR 97232.

What will you do?
As a HIV/STD/TB Medical Director, you will perform the following duties:
* Serve as co-Principal Investigator on the Integrated HIV Prevention and Surveillance project in collaboration with the HIV/STD Prevention and Surveillance Manager.
* Serve as Principal Investigator for the Oregon Medical Monitoring Project, and National HIV Behavioral Surveillance project.
* Serve as a subject matter expert of medical and epidemiologic aspects of HIV, syphilis, gonorrhea, and chlamydia, serve as back up consultant for cases of TB disease.
* Provide medical and epidemiologic mentorship/consultation to staff, local public health officials, and healthcare providers related to communicable disease risks, prevention and treatment.
* Co-lead cluster and outbreak planning and response.
* Work collaboratively with HIV/STD/TB program staff to develop and implement prevention and treatment interventions, projects, and programs.
* Develop policies, administrative rules, guidelines, program strategies and resources to decrease rates of HIV, syphilis, gonorrhea, chlamydia, and TB.
* Serve as the primary State Health Advisor-spokesperson for media interviews and legislative committees on issues related to HIV, syphilis, gonorrhea, chlamydia, and TB.
* Participate in Agency night call rotation (approximately every 6 weeks) to address urgent needs and questions from providers and the public.

What are we looking for?
Minimum Requirements
Must meet or be eligible to meet the State of Oregon licensing requirements for a medical doctor (MD) at the time of hire and obtain State of Oregon licensure within six months of hire. Certification must be maintained as a requirement of this position.

* Experience developing rules, regulation and policy; and conducting legislative bill analysis.
* Ability to partner with communications departments to provide rational, evidence-based responses to media and public inquiries; and translating scientific information for use in public health policy development activities.
* Knowledge of public policy, administration, and principles of management.
* Ability to provide leadership in modernizing Oregon's public health system towards achieving health equity.
* Possess a strong commitment to fostering collaboration among multidisciplinary teams.
