The Oregon Health Authority (OHA), Public Health Division (PHD), HIV, STD, TB <https://www.oregon.gov/oha/ph/diseasesconditions/hivstdviralhepatitis/pages/index.aspx> in Portland, Oregon, has a career opportunity for a CAREAssist Data Coordinator. This role will involve leading data operations and analysis activities for the CAREAssist program<https://www.oregon.gov/oha/ph/diseasesconditions/hivstdviralhepatitis/hivcaretreatment/careassist/pages/index.aspx>.
This is a full-time, permanent, classified position and is represented by a union, SEIU Human Services.
What will you do?
As the CAREAssist Data Coordinator, you will play a key role in managing data coordination, system mapping, program performance reporting, and ensuring data integrity. You will collaborate with state, local, and federal partners, as well as program and IT staff, to carry out some of the following duties:
* Oversee the CAREAssist database to ensure efficient data entry, storage and retrieval.
* Evaluate the quality of data-considering aspects such as reliability, completeness, timeliness, and representativeness-across various sources using analytical software tools and methods. Organize tasks for data improvement.
* Develop computer scripts to process datasets and enhance the functionality of the database.
* Implement and manage automated systems for data quality management.
* Generate data quality reports, data visualization, and dashboards utilizing various software query tools.
* Identify, develop, and design workflows and processes for effective data management.
What we are looking for:
Minimum Qualifications:
* A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills and two years professional-level evaluative, analytical and planning work.
OR
* Any combination of experience and education equivalent to five years of experience that typically supports the knowledge and skills for the classification.
Desired Attributes:
* Advanced expertise in using Microsoft Power BI.
* Experience working with Word, Excel, and PowerPoint.
* Experience in ensuring data quality and integrity by developing systems to monitor data entry and outputs for accuracy.
* Experience in data collection, database management, and analysis.
* Experience using external (i.e., vendor/partner) data systems to download, merge, and analyze multiple data sets for quality assurance and reporting.
* Experience in providing guidance and technical assistance to program partners regarding data quality improvement and data quality assurance activities.
* Experience writing data related technical guidance, training guides, reports, and related documents.
* Experience working on federal reports, with a preference for those that are public health related.
* Experience with relational databases and their applicability within public health informatics.
* Experience creating, promoting, welcoming, and maintaining a culturally competent and diverse work environment.
Working Conditions:
At least 50% of the work of this position may be conducted remotely with full access to needed operating systems and technology but at times will have work that needs to be conducted on-site at the Portland State Office Building, located at 800 NE Oregon Street, Portland, OR 97232. Work location can be changed at any time at the discretion of the hiring manager.
