[Libs-Or] Library Foundation IRS status

Do you have a Library Foundation? If so, what is the IRS status of that organization? Our Foundation became a 509(a)(3) nine years ago, and it has caused some issues with funding from granting agencies. I plan to look into it further, but thought that getting a sense of other Library Foundations would be a good start.
