Erica,

Yes, that is what we were thinking. But, after reviewing everything, we are stumped as to how this will work. Unless we ask for a copy of invoices and then provide funds.

This is a headache for us. We are so used to giving out State funds, when we get them, without all the regulations.

Do you mean advance funds to subgrantees? If so, we do on a case by case basis and it's a headache.

Do any states forward fund subgrants? If so, how does it work so they don't earn interest on the federal funds?

If anyone does forward fund, can you please send me any guidelines, forms, etc. that might help me.
