[lstac] ARPA ebook purchases

Yes, that is exactly what we are telling our libraries.  We also had our
digital services librarian create a Niche Academy training that is about 10
minutes instructing on how to buy titles with ARPA.  If you have Niche
Academy, I can see if we can share it when it is live.  Let me know if you
would be interested in that!
