[lstac] Giving out funds in advance or only reimbursements

We have a spectrum of very poor to very wealthy libraries and still only do reimbursements. I let them request as often as they like for reimbursement (and have regretted that this year), but I have had no complaints even from the small libraries.

I would be concerned that they would not manage funds given out up front well, based on what I see in reimbursement requests. And after 6 years of grants, including a very simple summer programming grant designed to be easy for everyone, the issue I have is just getting them to spend the $ and submit the reimbursement. They take their own time on both steps.

My CFO has posed this question to me for the wisdom of the group. Do any of you give out funds in advance (once a grant agreement has been signed), or does everyone do strictly reimbursement? Any advice greatly appreciated!
