Hi Debbie,

To add on what Karen said, the transition from DUNS to a UEI has been delayed. OMB and GSA expect this to be complete in April 2022.  For now a DUNS is the UEI and we don’t issue an award unless we have a DUNS number from our subawardees.  With the transition, I don’t know what this will look like, and I requested IMLS to discuss this transition at the G2S meeting.

Just to add to the mix for discussion ….. parallel to SAM.gov registration, is the FSRS.

Where this becomes critical is subgrant awards equal to or greater than $25,000 must be entered in the Federal Funding Accountability & Transparency Act (FFATA) Subaward Reporting System aka FSRS Online Reporting System<https://urldefense.com/v3/__https:/www.fsrs.gov/__;!!HYmSToo!IdGd2BfjN8itZ7NobiZav1l9EfLqenAIzLxGpA07eyH6XsWLmgQ_1ZAXUd99E865bY5-SLo$>.

It starts with your IMLS award number and you align all subgrants $25,000 or greater in the system under that award number.  The $25,000 is cumulative so also consider multiple subgrants awarded to one agency under the same IMLS award.

They key is that the subgrant must have a DUNS number.   While this is the required first step for SAMS registration, until that agency has a DUNS, you cannot enter their award in the FSRS.   DUNS are free<https://urldefense.com/v3/__https:/www.grants.gov/applicants/organization-registration/step-1-obtain-duns-number.html__;!!HYmSToo!IdGd2BfjN8itZ7NobiZav1l9EfLqenAIzLxGpA07eyH6XsWLmgQ_1ZAXUd99E865X8-BZX8$>, and we advise libraries to never pay for one.  Be aware that an agency can have more than one DUNS based on location.

The bottom line is that if you are considering any subgrants $25,000 or greater, collect DUNS from those libraries!

My understanding is the same as Karen's. Virginia does not normally subgrant, but we did so to distribute CAREs Act funds. Our recipients were not required to register with SAM because they were dealing with the Library of Virginia and not IMLS directly.

The preapplication guide has a copy of the application, scoring rubric, guidance on paying staff, guidance on allowable costs, etc.  That is probably the most helpful of all my documents for a high level view of our granting process and requirements.

Please let me know if you have specific questions on my process, allowables, etc and I am happy to help how I can!  I will say, subgranting is actually my favorite thing we do with our LSTA funds.  The libraries often create amazing projects that are serving their community in ways we never could, and it is powerful to see what they can accomplish.  It can be a lift to make them happen, but it is always rewarding to read their final reports.
