[lstac] ARPA funding question

Our E-rate Coordinator received this question. I think I remember someone saying they let libraries use state funded grants to cover this, but are federal funds allowed?
"My supervisor wants to know if we can use the ARPA to pay our 20% of the cost for E-Rate?"
My other question is - does this fit into the purposes of ARPA, even if federal funds can be used? I am saying all kinds of "no" to our librarians. Since we don't normally give subgrants, our library directors have no clue as to what these funds can be used for!
