[lstac] CIPA questions

I had an interesting CIPA question from a public library. They "blacklist" websites at the server level, to prevent patrons from accessing inappropriate sites. My sense is they are manually blocking sites rather than using filtering software.
Does this fulfill the CIPA requirement to filter? Is it enough?
