Hi, Debbie.
We did something similar to this 3-4 years ago and do an updated version now. We used to do reimbursements, but now do stipends because they're so much easier.
We now handle lodging, meals, transportation based on a combination of federal per diem rates and block rates.

Hi all,
We may have a possible future sticky wicket here.
How do you cover the costs of participants in training of library staff.
Do you cover hotel if they travel over a certain number of miles? Do you cover meals (reimbursement)?
We have an Arkansas Library Leadership Institute and our Project Director wants to cover all expenses (except mileage).
Do any of you use LSTA funds for events like this?
