[lstac] Library staff training and costs

Hi Debbie--

Maryland provides a substantial amount of LSTA Staff Development funds to
24 counties and 3 regional libraries in the state. Libraries are using
those SD grants to reimburse for travel which includes airfare, mileage,
parking, registration, and conference fees. Under LSTA restrictions we may
only reimburse for food if it is a part of the conference the staff member
is attending. We can't reimburse for food outside the conference or provide
a per diem. In Maryland, if someone was traveling to a conference across
the state we would allow for a hotel stay but we don't have specific rules
about the number of hours of driving before a hotel can be reimbursed.
