[lstac] FFATA on FSRS - No Federal Award Number?

Hi all--

I am trying to enter FFATA info into FSRS.gov but the federal award number
is not in the system. Our program officer at IMLS says this is an FSRS
issue (which I totally believe).

Has anyone else had this issue?
