[lstac] CIPA and 'secured' devices

Hi Maura,

In the CIPA text<https://www.ala.org/advocacy/sites/ala.org.advocacy/files/content/advleg/federallegislation/cipa/cipatext.pdf>, it defines "access to the Internet" this way:

"A computer shall be considered to have access to the Internet if such computer is equipped with a modem or is connected to a computer network which has access to the Internet."

It doesn't seem like these iPads would fall under this definition, since they won't be connected to a network with Internet access.

FWIW, I believe that we've had libraries use LSTA funds to purchase AWE stations, which as you said, seems like the same situation. The library would probably just need to be made aware that they could never convert the tablets over to a use that involves the Internet.

Good morning,

Here's a new-to-me puzzle.
Can a library use LSTA funds to purchase iPads for kids that they then 'secure' or 'disable' for internet use? They want to have the devices preloaded with apps for kids to use. They say they can purchase three iPads for the cost of a single AWE, which is why they prefer this method.
Have any of you had a similar request or experience?
