We fund a few facilities needs assessments a year and we are always clear with our subrecipients that architectural drawings and blueprints are not allowable.  Our libraries appreciate having the ability to do these planning projects and are commonly able to use the plan to leverage local funds for construction/renovation.

According to our Program Officer, consulting work – such as a needs assessment – is not considered construction work – even though it may be related to construction projects or activities.  So long as the vendor is not providing actual “hammer and nail” construction services, it would be considered an allowable expense.



I always thought anything associated with a construction project was unallowable.  I'm glad to hear that's not the case.
