[lstac] Outcomes for materials in the SPR

How is anyone handling custom materials that are created and distributed in one year - we spend LSTA $ in that year, but have no outcome data because the materials don't get used until the end of the year if they are used during that year. The next year, we don't spend LSTA $ on those materials since they are complete. We did a lot of this during pandemic closures to assist with hot topics, especially legal, where we had limited ability to provide in-person training. So far I am noting that the materials were distributed/posted late in the year so they were not reflected in our surveys on LSTA funded resources - we do 2 each year - one in the spring that is primarily youth materials and one in the fall that is everything else.

And as you can tell, I am working with an extension on the SPR.
