As long as the expenses can be tied to one (or more) of the three guidelines:

  *   First, to support digital inclusion efforts to enable libraries to reach residents such as through internet hotspots, accessible Wi-Fi, and digital content and related resources, particularly in support of education, health, and workforce development needs; 
  *   Second, to provide rapid emergency relief to libraries across the country, allowing them to safely respond to the pandemic and implement public health protocols;  and
  *   Third, to support library services that meet the needs of communities, including costs such as personnel, technology, training, materials, supplies, equipment, and associated indirect costs.
And the costs were incurred within the grant period dates 4/8/2021-9/30/2022, you should be in good shape.

This is such a great question. I've been considering the same as long as the items are for outreach. I would love to hear the group's thoughts on if this is allowable!

We are also experiencing heavy delays. Unfortunately, we don't normally do subawards so I can't shift their projects. We are looking at them downgrading to different vehicles that are available now through a dealership. I am also working on an ARPA extension request, just in case the Plan B option falls through. This was a big lesson learned for us. I don't believe we will offer vehicles as an option in the future for something with a short turnaround like pandemic funding.

Our application window for next year opens in September and I plan to temporarily exclude vehicles, like trucks ands vans, as allowable costs as the volatility is just too great. Once the supply chain settles out we will include vehicles as allowable purchases again.

I only enjoy watching gymnastics; I didn’t know I would be participating! 😊

Howdy.

I’m curious as to how many of you are doing fiscal year gymnastics to accommodate subrecipients and/or your agencies in trying to give them maximum time possible to receive big ticket items such as vans.

We have one subrecipient that has done everything except make the microchip herself to get a van she ordered in October 2021. The van has been sitting in Kansas since April with no chip. We decided to switch her grant to the new award (FFY2022) and extend her grant period to give her till August 2023 to receive the van.

Ford just sent out a memo to government customers in the past month saying pretty much “too bad, too said” if your order is considered an unscheduled order. You will probably need to start over in the ordering process and there’s no guarantee on pricing or delivery.

Anyone else practicing gymnastics?
